Honda Set for $19 Million Formula 1 Development Boost Under New Catch-Up Rules

Honda is poised to receive a substantial $19 million financial boost to accelerate its Formula 1 engine development under revised regulations designed to help struggling power unit manufacturers catch up to their rivals. The Japanese manufacturer, which appears to be more than 10 percent behind the benchmark performance, will benefit from enhanced Additional Development and Upgrade Opportunities (ADUO) provisions that were integrated into F1’s 2026 regulations.

The catch-up mechanism allows manufacturers significantly behind the pace to receive additional engine upgrades, testing hours, and crucially, extra spending allowances beyond the standard cost cap restrictions. For Honda’s situation of being over 10 percent adrift, the company will gain access to 230 additional test-bench hours and the maximum financial assistance available under the sliding scale system.

The $19 million total comprises two key components: an $11 million adjustment to the cost cap spending limits for manufacturers granted upgrade concessions, and an additional $8 million allocation. This represents a significant increase from the previous maximum of $8 million for manufacturers more than 8 percent behind, with the regulations now extending further support for those over 10 percent off the pace.

Honda’s potential recovery mirrors its previous Formula 1 journey, having transformed from a struggling partnership with McLaren between 2015-2017 into the power unit that propelled Max Verstappen to his first world championship with Red Bull in 2021. However, rival manufacturers have not simply handed Honda a “blank chequebook,” as the additional funding comes with specific complications and strategic compromises that will influence the company’s long-term competitive position.

The ADUO system operates on a tiered structure, with manufacturers 2-4 percent behind receiving smaller boosts of $3 million and 70 extra testing hours, while those 4-6 percent adrift get 110 hours and proportionally more financial support. The most significant assistance is reserved for manufacturers like Honda that find themselves substantially behind the performance benchmark after a defined portion of the 2026 campaign.
